Virginia pretty much ‘joins’ the caravan. But like other ‘guests’ you can’t access her until you actually unlock her. Cains is much the same in that she becomes a ‘guest’ taking up space in your ‘quest guest’ spot until you beat a certain fight. In fact, there’s alot of ‘guests’ that ride around with you…
